Used Motor Vehicles Older Than 20 Years

For used motor vehicles that are 20 years or older at the time of registration, RST is payable on the greater of the following:

  • the declared purchase price
  • the replacement value for insurance purposes, or
  • the appraised value.

A copy of the bill of sale, and, either a copy of the appraisal document or an insurance policy showing the insured value of the vehicle, must be provided to the Licence Issuing Office at the time of registration.

Safety Standards Certificate and Emissions Test While it is not necessary to have a Safety Standards Certificate and Drive Clean Test report that shows that the vehicle has passed the emission test, it helps to speed up the selling process if these two documents are available.

  • If the vehicle is sold "as is" then it is the buyer's responsibility to have the safety and emission tested completed.


A Note on Car Insurance

You must have motor vehicle insurance to legally drive in Ontario. Whether you are attaching plates, renewing registration or buying a temporary permit, you must have insurance. Private companies sell insurance. You must have third party liability insurance of at least $200,000. This covers you in case you injure or kill someone or damage someone’s property. Collision insurance to cover the damage to your own vehicle is a good idea, but not required by law.
